Narrowing down the plot

So this is the current plot, it will probably change a little more as I get to actually writing each bit.

Twin 1 and Twin 2 are having breakfast in their shared apartment, also known as their ‘batcave’. The two friends, eat their cereal while watching the news. Suddenly a news report flashes onto the screen, and before they get a chance to see what it is about, a beacon goes off, and their pagers start going off. They open the door to what appears to be a regular closet and with a scan of T2’s handprint they enter a bright white control room. Up on a big screen is the Police Chief, he tells the twins that the King of Carnessia has been robbed in his sleep, and that some villain has stolen his memory, and now he cannot remember anything or anyone including his wife Donnatella.
The twins open yet another door, and climb into their pink and green ‘Bubble-O-chines’ (flying transparent bubbles) and head to the palace to examine the trail/crime scene. They call on their tech guy, master of all tasks helper, ‘Influence Boy’ to examine the clues found in his lab, while they search through their numerous nemeses. They finally narrow it down to Dr Migraine, and they discover that Dr Migraine is keeping the King’s memory in a little shiny blue bottle, and is planning to steal the memory of all those in power in Carnessia.
They head back to the lab, where Influence Boy has been working on a way to restore the King’s memory, but to no avail.
They work to stop Dr Migraine from taking over the running of Carnessia. They finally get him alone, and use their freaky mind powers to beat him in a battle of wits (utter confusion). They get his case of blue memory bottles, and destroy his memory stealing device. They then with the aid of Influence Boy, restore the King’s memory, and Dr Migraine escapes back to his hideout in the hills.

I've also written out a little of the start of the story, and am working on some other bits, mostly at this stage I'm trying to lay out the main narrative.
